Transplanting now

I live in the northeast and my peonies are just poking out of the grown. We are having a fence installed and I dig to dig up the garden. I know this isn't a good time to do but have no choice. Any suggestions would be appreciated. I'm not sure if they are a "tree"....they grown to about 3 ft, so I'm thinking they are not.
