Emergency peony rescue

Hi all,

Forgive me if this appears twice - my first post seems to have been eaten.

I'm a beginner with peonies, having planted two Sorbets in my back garden when I moved into this house two years ago (and which are thriving despite my blunders.) Here's my dilemma:

I know peonies should be transplanted/divided in the fall; however, the vacant lot two doors down from me is about to start construction and the heavy machinery will be coming in force. There is a decades-old, gorgeous peony on the property which I and my neighbor would like to save if possible. Can I do it? And how do I do it? Any advice would be much appreciated!
