Shirley Temple grows no higher than 1 foot

I have a weird situation going on with a peony I planted 3 years ago. I created a huge horseshoe bed which holds 18 peonies that I staged for early, midseason, and late so that something is always in bloom. They share their bed with siberian irises, roses, salvias, and assorted small flowering perenials. The whole bed is edged with catmint. And right in the center is a metal filigree topiary with clematis entwined around it. The bed is really stunning except for one peony that's driving me crazy. It puts out foliage no higher than a foot and no blooms. Anyone have any idea what the problem could be? Is it possible that I planted this too deep. I got all the plants from Gilbert Wilde and every other peony is doing great. If it is too deep can I just take a garden fork and lift it up? Thanks for any help you can give.
