peonies not growing

I transplanted peony roots from established plants. this is 2 nd year and they are still small and slender. Is this suppose to happen? The plants they came from flowered every year. reason transplanted, lawn dug up. Do I need to feed and what type of food.

How deeply have you planted them, how many eyes did you have on each transplanted root? Do you have them near a big tree, e.g. maple?

The plants are about ten inches tall now. When I planted them there were shoots starting to appear. How close is to close to trees? I'm not sure how deep I planted them but they are not coming up like their neighbors. I am wondering if they just need time or food.
