mystery peonies won't bloom

Hi.

There are three bunches of peonies in a garden I inherited that never bud, never bloom, making it really hard to tell what kind they are: the leaves are quite different from my other peonies, which do bloom. (Mystery peony stems are more slender, the bushes are not very tall, the leaves kind of spiky/almost spidery).

There's plenty of sun, the soil is good, so I'm guessing they must be planted too deeply. I'm thinking of replanting one patch in September, leaving another alone, and digging topsoil away around the third patch to make a shallower setting, then seeing if anything works.

Or should I just replant all of them? I'm phobic about moving/replanting peonies, since I'm aware they dislike it.
