Tree Peony no longer blooming

Hi. We have a tree peony that we've had for the last 7-8 years. It moved with us about 5 years ago from one house to the other. It has always done well. The first 3 years at this house we counted over 40 blooms! I cannot recall the name of the peony though. It's a nice hot pink with silver-ish leaves.

Last year and this year the amount of buds has been on the decline. We don't do anything different than we did before. We don't fertilize (but then we never did the year we got so many buds) and we haven't put any other plants near it. All the plants have remained the same.

Do Tree Peonies have a life expectancy? Should we be pruning it or should we move it? It's in full sun until about 3pm and has loved it in the past. It just seems that each year we get less and less buds.

any suggestions?
