Can I grow a new peony plant from tubers without eyes?

I transplanted a peony that was in a poor location to a sunnier one, and found its tuberous root system was larger than the scrawny plant seemed capable of producing. The peony had been in its old location perhaps 30 or so years.

Once I replanted the peony, I was left with quite a few tubers that seem to be in good shape (not dry and woody), but they don't have any eyes.

Is it worth planting the tubers, will they develop into new plants, or just rot in the ground? Thanks!
