Since they're potted rather than bareroot you can plant them pretty much any time, just make sure you dig a nice deep/wide hole so you can break up the soil that will be surrounding your new plant. They need to be in free-draining soil and make sure you water once or twice a week (if it doesn't rain) until they die back in fall. I assume you're either a zone 4 or 5 in Cleveland so the root top should be no more than 2 inches below ground which would put the eyes an inch or so below ground after the stems dry out and die in the fall. You can mulch around them to retain moisture and they can be covered in mulch once they die down in fall but make sure you remove it from around the plant when it starts to grow next spring.
