leaves perpetually curled

I have two plants next to each other. The leaves of one are 'normal' looking but the other plant's leaves are all curled as though the plant needed water. The first has no buds yet, they are young plants, I think 3 years old to my garden. The plant with curled leaves has a few buds! Is there a variety that has curled leaves? It came from my Mom, but I don't remember any of hers ever having leaves like this. Thank you for your input!

    When peonies' leaves first grow, they are often curled (upward, lengthwise) and then as they mature they lose the curl. I've noticed that certain varieties have this more than others. Are they newly growing? If so, maybe they will loosen up in a few more days.
