Replant or not replant the peony?

The spot where I planted my peony sunk in a bit after the soil settled. I can estimate at least 1" from the surrounding soil.

The peony also has about a 6-8" stalk growing on it now.

Would it be a good idea to fix that and move it now to be about 1" higher, to match the surrounding area, or wait until it goes dormant in the fall? I'm worried that if I do it in the fall, the root might consider that as being disturbed and not flower in the following spring. Though admittedly, with just one strong and healthy stalk right now (it started with 2), I think it may not consider itself mature enough to start blooming next year anyway.

I don't want to just lay an additional 1" of soil because that would then put the peony root probably below the 1-2" recommended depth.

Any suggestions?
