I'm sorry I can't help you. How do you feel about contacting the garden and asking them what it is? Send them the picture that you took. It's frustrating to see beautiful plants in a public garden without tags to identify them. That happened to me recently. I went to a garden and they had like 20 peonies and only 3 had tags. lol

But the flares in the photo are more distinguished than your Hatsugarasu, also the petals in the photo looks longer and slender than your Hatsugarasu, so I am not sure it is Hatsugarasu.

I try to take photos before the flowers are completely open, so they do get to look more like the ones in your photo. I'll look at the leaves on mine to compare as well. There are so many varieties sold mislabeled or no label that really who's to know?
