Bare root peonies potted or placed in ground?

I purchased two bare root peonies and I was wondering if I can just place them in their permanent spot in the garden. I have read that it is better to pot them up in the spring and plant them in the garden in the fall but I don't understand why. Wouldn't they be better off right away in their permanent spot?

Are we talking about herbaceous or tree peonies? Seems I've read that tree peonies REALLY need to be planted in the fall, but I've never had a problem planting herbaceous ones in the spring.

I have herbaceous peonies and they are now just roots with a few eyes. I was wondering why it is better to plant in a pot rather than in the garden. Maybe I'm all wrong about this but it seems I've read it a few times and I just wondered why?
