What's eating my peonies?

The buds are still tightly closed, about the size of a ripe cherry on average. They are being eaten from the point/centre of the bud, just the top layer of petal. I haven't caught any slugs on there (I slug-hunt most evenings!) but there are lots of black ants crawling over the plants.

Any advice appreciated! Last year only four of the peonies flowered, on all the others the buds were gone completely - just little black nubs left on the stem. On the UK forum it was suggested that might have been due to botrytis; however, I did not notice any mould or any damage on the rest of the plant last year (nor now).
