bad winter, bad effects on peonies?

I'm wondering whether anyone else who has gone through this past awful winter is seeing signs of distress on her/his peonies. I have both tree and herbaceous peonies, all of them well established, and many of them look considerably less vigorous than in previous years--many fewer flower buds on the fern-leaved, which looks reduced in size; lots of dieback on the tree peonies; seemingly less vigor even from 'Paula Fay,' who has been spreading in all directions till now.

So I'm wondering what might be going on, and what if anything I should be doing before next winter. I am concerned about botrytis, though have seen nothing specific, and would like to hear about organic (strictly!) remedies/preventatives.
