Peonies..only one bloom?

Last spring I purchased 2 peonies from a local nursery. They were only about a foot tall so Im assuming that they were young. This year I have one flower on each. Is this normal? Could I not have planted it correctly? On each plant there are tiny little bud looking things nestled between the leaves on each plant, lots of them. Im guessing these plants are only going to have the one bloom on each plant. Im really hoping its because the plants arent very old. And that even just having the one bloom means I do have them planted the correct depth in the ground? Any help is appreciated. The blooms that I have are gorgeous. Im hoping next year my plants are full of them.
