Are your peonies herbaceous (it sounds like they are)? I see you are in zone 8b. How are your winters? Herbaceous peonies need a certain length of cold weather to trigger flower development (I have read 0-10C for 2-2.5 months). Do you fertilize your peonies? High nitrogen will force the plants to produce more foliage instead of flowers. How is the foliage? Healthy?

I division of an old plant is a NEW plant. Whether it will bloom the first year will depend on how big a division you took and whether the plant got enough chill since it was planted last November. In my zone my peonies must be planted so high I can see the top of the root, and the emerging buds through the winter. In your zone you may have to do the same. Al

I planted shallow but not so high I can see top of root, maybe 1" of loose soil on top. What time of the year can I expect to first Bloom if it does. IE should it have already bloomed if it is?

If it is going to bloom this year you would know by now. Buds appear on the tops of the stems as they grow. No buds, no bloom. Al
