peonies have wet feet

Transplanted peonies from the family farm, three years ago, the first year after they bloomed just fine, but last year nothing, maybe too dry, too wet? This year we have had a lot of rain and I would really like to raise up the peonies, keeping them in their same spots in the garden bed, but some how just getting some nice fill underneath them to get them out of the muck. Should I wait till fall? I am hoping with all the rain they don't develop root rot. I have nine plants and could at least try moving one and see how it goes. What do you think? Not sure I can wait until fall. Thank you for your help.
