No blooms on 3 year old peonies

Hi I have 2 peonies that are 3 years old and each year it puts up a lot of green leaves but no blooms. How and when are peonies to bloom does the bloom come up with the leaves or does it bloom after? I am not sure what is wrong with it. Please help. thanks

The stems and leaves grow and in spring the peonies bloom.
