Tree peony and voles

I have a large tree peony that the voles had a grand time with over the winter. We had a lot of snowcover so they just ate and ate and ate. I lost much of the old growth, but am happy to report there are many new shoots coming up. Here is my dilemma. I can tell they have really disturbed the planting area. There are holes in the soil everywhere in and around the peony. I'm not quite sure how to deal with this. Instinct tells me to lift it and replant it altogether. I'm not sure if there is another way to deal with all of the missing soil and holes. Any help is appreciated. Thanks
