Cut down Itoh-hybr. 'Yellow Crown'

Should intersectionals be cut down each fall to promote more shots? All three stems on my 'Yellow Crown' suvived the winter and are about to flower from the terminal buds, last year the plant froze down and sprouted these three shots instead of the single stem it had before...

I have a friend that has several Itoh hybrids, and occasionally they have stems that survive like that. I'd just leave them, it seems to have no effect on the rest of the plant.
