Little black buds

Last Fall I divided up my peonies (Sandra Bernhardts) as I was replanning my garden. The one peony bush I didn't divide is about ready to pop with blossoms. The two that were divided have very underdeveloped black buds. I picked most of them off today after discovering they were mostly dead.

What is the problem? The foliage looks great but flower production is next to nil. Is this something that will go away over time?

It will go away next year most likely, prividing that you have not planted them too deeply. If that is the case, wait untill fall and replant them again.
