Most of the full doubles are late season plants. Most years she would not be blooming here until the last weeks of May. In your area probably should bloom some time in June.

I don't know how you know she has 12 eyes but if you are removing material to count you can also be damaging those eyes. Some peonies, not SB but others, do not bloom until they are several years old and stable in their environment. In your area unless you have a lot of snow every year the eyes should be about 2 inches below the surface.

On the eyes though, isn't each stem that comes out of the ground an eye?I only ask because that is what I thought anyway and it is that case in Hostas.

An eye is an area on the root which may become a stem but could also go dormant which is similar to hostas.

just another note, the amount of eyes isn't necessarily a measure of root size. if there isn't enough root material the plant won't bloom regardless of how many eyes it has. i have a festive maxima that i divided 2 septembers ago and it has 1 stalk that has a large bud and a medium one that's it, but it has a huge chunk of root. just wait it out. peonies can take 3-5 years to bloom from seed or if they've been cut too small.
