How do Peonies propogate?

I have some regular herbacious peonies (I inherited them and rescued most of them from deep shade). I have no idea what cultivar they are. However I have found a little 5" high peony seedling (perhaps?) from where I moved another 'unknown' peony ( in full sun). I moved the peony last year and I am sure, in it's place, is a baby! How can that be? Could it be from seed? Could it be from a left behind root? As you can tell, I don't know much about the world of these beautiful plants, although I'm pleased to say mine are all doing very well for me this year! (woo hoo!). Any comments and knowledge very greatly received...
