Does this look anything like an itoh peony?

I got this off of eBay and it was identified as Julia Rose Itoh Hybrid Peony, but it looks completely herbaceous in every aspect. It has glossy leaves, and sap on the flower bud as well as rounded leaves.

I am suspecting it to be mis-identified because I have some itoh peonies, and their leaves look more like that of tree peonies. Can anyone confirm the identity of this plant?

It does look like a herbaceous Peony to me...
