How did the roots feel? Any soft spots? The eyes look fine.

A lot of the bagged ones look like that, probably from being stored. It should grow just fine. You might get blooms next spring but more likely the following year. Your patience will be rewarded by big, beautiful, sweet smelling blooms for many years to come!

I agree, I've actually planted worse looking things I bought on clearance. It does take at least 2 years, but mine are now nice big healthy plants.
