I found peonies in my garden

I planted a few peonies that I got in a trade last year. I got a surprise this morning and found 2 new peonies coming up. They are really small. I do not know anything about these, sooooo... what do I do next to make them grow and hopefully bloom next year? Also, I know that they are late coming up, as everyone else's are in full bloom and these are only about 5-6"tall. They are planted in a garden-(part sun/part shade) that is raised so that the peonies are not in the ground but actually above it. Will this affect them? I appreciate any advice.

I wonder if they were planted too deeply if they are just coming up now. Peonies do best in full sun, which means at least 6 hours of direct sunshine during the day. What sort of raised bed do you have (how high, etc.)?
