If you just moved them last fall it's typical that they won't bloom for a year or two until they settle in. Smaller plants often form buds that then don't mature, but just dry up on the plant as you've described.

I'm afraid you won't get any blooms this year, love. When did you move the plants? After last years's bloom? This year? I wouldn't move them until the fall. Did you divide them too? The only time I've seen this happen is the first year after transplanting if the plant is not very mature. Sorry I couldn't be more help.

Here is a pic of the foilage which I think looks great. I think I moved it in Feb. because I had to. I knew then it wasnt the time but no choice.

I prefer the more sun the better. Wilting is never a problem with a peony getting enough water. Peonies are not good bloomers without enough sun. Al
