tree peony blooms shriveled

My deciduous tree peony is two years old. Planted in a heavily composted loamy soil. 4 hours of sun a day. Had two beautiful blooms last year. This year it looked like the blooms were starting to form and then shriveled up. The plant looks otherwise very healthy. We had a ton of rain in a short amount of time this spring -- could it have affected the blooms? Should I have fertilized? The tree is also mulched with hard wood mulch -- should I remove it? Thanks for our advice in advance.
