Tree Peony not Flowering

I planted a tree peony 3 years ago. With beautiful blooms the first 2 seasons. This year, one bloom. I live outside of Philadelphia. As you may or may not know we had over 75 inches of snow this past winter. I also pruned this bush more last fall than previous years. Which I am reading may be part of my problem. Will I ever see blooms again? What should I do? Or not do? Please help. Thank you.

P.S. This bush is not competing with any other plants and gets adequate on and off sun daily. Conditions are good it seems. Especially if the first 2 years blooms are an indication.
