Rooting grafted tree peonies

If I have a huge # of tree peonies that were grafted last fall, and I want to plant them, would cloning gel or rooting hormone help them make their own roots any faster?

I'm trying to get these tree peonies very well established in pots before putting them into the ground, and it would be nice to make them grow their own roots.

Can I plant them completely beneath the soil level to encourage production of their own roots, or do the buds need to be above soil to activate?
