Little brown-ringed holes in peony leaves - why?

I just planted peonies, and they do not look like they are doing well. At first I thought they needed water, as shortly after I planted them it was near 90 degrees and very windy. But now I wonder if I've overwatered and am killing them.

The leaves seem kind of floppy. Two stems/branches on one plant have completely died, they were somehow broken during planting or the windy day.

Any ideas? I am very new to any sort of gardening.
