I haven't found any Itohs in bags, others have in different areas. I have planted normal herbaceous peonies bagged, though. Some didn't have shoots until the following spring. Planting this late from bareroot I wouldn't be surprised if yours don't come up until next spring. You might want to mark them somehow, with plant markers or even some wooden skewers so you'll know where they are and won't accidentally dig them up. I wouldn't give up on them until late next May.

That's interesting....I never would have thought to wait that long. Is it because peonies only grow foliage when the weather is cool, and now it's warm? I was expecting them to at least peek through the ground. This is unexplored territory for me.
