Pruning Peonies ??

Hello - I've had a row of 12 very old Sarah Bernhardt & Lady Duff Peony shrubs for many years, planted on top of a sunny, 40'-long retaining wall (about 3.5' from the edge). Several years ago I replaced a row of failed Mums planted in the edge of the retaining wall w/ a row of Lavenders ... they are now large & doing very well. I have never pruned the peonies down to the ground until Sept in the past.

?? ...

1) What would happen to the peonies if they are pruned too early (I'd like to be able to enjoy the row of Lavenders w/o being covered from the top side of our wall ... I've never enjoyed the foliage of the shrubs anyway)?

2) If I decide to prune them now, will feeding the peonies in the fall be enough to help the usual bloom production & health of the plants?
