How to get a new plant from an old one

My sister has several large established peony bushes and offered to let me take some for my own yard. I am wondering what is the best method of doing this? Should I dig them up and divide the roots and take a clump of that home or can I take a cutting of the stems? And once I get my cuttings or clumps or whatever you suggest, what do I do with them? Should I dip them in root growing powder and plant them directly into the ground or root the stems in water, or will only the tubers grow a new plant? I have heard that it is best to do this in Fall..we live in Minnesota. Thanks for your advice.
