poor pitiful peony

I found a peony, about 6" tall, when I was renovating an old flower bed. I was building raised beds in the same location. I decided to leave it where it was and wait to see how it would grow and the size before deciding exactly where it needed to be. It has not grown at all and is looking very pitiful. I have never grown a peony before and would like to try and save it. What would be the best way to do so? I thought about digging it up and putting it in a pot that I can put in my courtyard where it can get my full attention. Still, I don't know what would be the best way to perk it up. I have been watering it and using Miracle-Gro every couple of weeks. Can you help?
