Fewer and fewer blooms each year

So, I have two herbaceous peonies that came with the house. They are that wonderful big fat blossom variety- one pink and one white. Each year, however, I get fewer and fewer blossoms. This year, I only had about four flowers on the pink one, and none on the white. I imagine at this point, they are about 15 years old. Any chance they are just too old and need to be dug up? I thought that peonies lived for years, hating to be disturbed? Any thoughts on what I should do?
