Couple of Peony Questions

The peonies have finished blooming, and I have a couple of questions.

1. Should I fertilize them now that they're done blooming? Is this the normal time to feed them? Also, if so, should I put off feeding, since we're in the midst of a drought?

2. The oldest flowers balled and browned on the plants. Should I deadhead these?

3. My husband wants to know when he can mow down the foliage (rolling eyes)... he has to wait until fall after the leaves all turn brown and flop down, right? The plant needs the leaves to get stronger for next year, right?
