No buds-probably planted eyes too deep...

Can I dig up this plant that never blooms this fall and reposition the eyes closer to the surface? I must have planted the eyes too deep when I planted it 3 years ago. The other three planted at the same time are blooming well for three year old peonies. Thank you!

Yes. Go for it! Some have recommended getting a pitch fork under the clump and heaving them higher rather than trying to dig them out (it can be a job)!
