I've moved Duchess de Nemours peony in fall when a tree shaded her too much, and she bloomed the next spring. If you must move them, definitely fall is the best time for it!

Don't the peonies shade your iris rhizomes and cause them to rot? I have a hard time w/irises being exposed to the sun. I have to keep them open so the stay dry.

I have a "Mister Lincoln" hybrid tea rose bush planted between peonies. Hybrid Teas often are a bit "leggy", so the peony foliage fills in the gap. You would want to do some research on colors, fragrance and bush size, etc., but the repeat blooming nature of these roses might be just what you want.

Siberian Iris really do well with my peonies. Every two years I need to dig the iris to remove most of them to new locations or they will crowd the peonies too much. They bloom at the same time as the peonies which makes quite a nice combination. Al

If you want to extend the bloom time in this bed, I would suggest daylilies, russian sage, or echinecea.
I dig, divide and move peonies every other fall. Poppies have a taproot and hate moving(they usually die) but peonies do best when you dig up the root, cut out the old middle, and replant the healthy outer sprouts-just make sure each one has at least 3-5 "eyes" and don't bury too deeply.

I love Siberian Iris but have never grown them. Would they be tall enough to clear the peony foliage?

Russian sage is a great idea and I think the deer might not like it too much. Definitely a possibility!
