3-4' spacing looks impossibly large, will they fill in?

I'm planning to put in 68 peonies this fall, and I'm trying to figure out if 3-4' spacing is right. I went to my local botanical garden and their peonies, at 4 years old, are not even 2' wide yet. In the garden, 3-4' spacing looks impossibly empty and sparse--will they really mature to fill up the space? At maturity, I'd like for the tips of the leaves of adjacent peonies to just touch, maintaining good air circulation around the base of the plants but not leaving bare spots either. Do you have peonies that have filled out to 3' or 4' wide? If so, how many years did it take? Thanks.
