What exactly are the eyes of the peony, that cannot be planted too deep?

I bought a peony this year that had a large bud on it, and several small buds. The large bud bloomed beautifully, but the small buds died. I'm wondering if I should re-plant it - it may be too shallow or too deep. I did plant it at the same level as it was in its original pot. Can I count on that original pot level as a reliable guide?

I have had trouble with peonies before, so it must be something I'm doing, rather than choosing bad plants on multiple occasions.
