Sick Peony Please help

please help, i have 2 very sick tree peonys. i'm in overland park kansas.
I have 2 tree peonys that were planted in october/nov 2007. they came up this spring, with new green growth on wood stems and new shoots. there is a 3rd tree between the 2 sickly ones that is doing fine and we planted 10 more that also did well, and appear problem free. they are all being cared for in the same way. the 2 in question look like they are dry, but with all the rain we've had we are puzzled. is it a fungus, virus, etc. i just hate to loose them, and don't want it to happen again. they were just watered before took these photos- don't want you to think they are sitting in bog conditions.
any help would be greatly appreciated.

someone told me to spray bordeaux fungicide on them, we did. still look very sad. hate to loose them. thanks for any help
