non sprouting peony root

I have a potted peony root (peony primavera) that I purchased at a nursery this spring. The root has remained apparently completely dormant. I finally dug it out of the pot and can't see a single sign of it breaking dormancy. No signs of mold, desication or anything that would give a clue. I have never encountered any problems growing peonies in this area of northern Minnesota.

I thought I would try soaking it in willow bark tea (can't find my rooting hormone) then putting it in a container of potting soil into the fridge until fall. I have had excellent luck planting peonies in the fall here rather then spring when they are usually available. My thoughts are that this peony might not have been given enough chilling time before being planted. Do any of you have any thoughts or ideas on this you might share with me?
