Move or prune tree peonies?

I have three 5' - 6' tree peonies, lutea var. ludlowii. They were in pots for about 4 years, then have been in the ground for 4 years. One flowered (magnificent!) for the first time this year. All are in full sun.

The 2 that haven't flowered are monsters of foliage, and are smothering everything under and around them and outgrowing their spaces as if they were on steroids. I have 2 choices - to move them in the fall, or to prune them. I realize moving them has its risks, and I've read about how to do it. But I can't find much info about pruning them hard, back to just a few stems. Is it possible to do that without killing them? Would it be better to have a go at moving them?

I'm in the Pacific Northwest, with lots of rain in the winter and lately long stretches of hot dry summer days.
