Does it hurt the plant to cut off the spent blooms, and or the seed pods that form?

No, cutting either the spent blooms or seed pods does no harm.

To make the plants more atractive if you cut just above the first leaf rather than just below the pod there will not be any stem ends sticking up and sometimes the foliage will stand taller.
