New soil for new peony bed

Hello,
This is my first time posting. After gardening for 25 years, I've finally caught the peony bug. Now I'm creating a peony garden from scratch, about 200 sq ft, starting with about 15 plants. The spot is sunny 8 hrs/day in southeast PA.

Right now it's a slight depression and needs about 6" of topsoil to raise it up and create a slight slope (over about 8" of existing topsoil that isn't bad).

I read posts here and seems like 90% dirt / 10% organic (leaf compost) is the way to go, yes? I plan to get about 10 cu yds. delivered within a week or two, and then plant bare roots in late September.

I'm actually asking an open-ended question: What should I know about making a new bed? Should I pack the soil, or allow a certain time to settle? Add bone meal or anything else to give the plants a head start? Should I get a layer of mulch now too?

What questions don't I know to ask that I should ask? I figure I have one chance to get the foundation soil right.
