peony not blooming

I have a peony that is not growing as well as it should, nor has it bloomed.

I am fairly sure it is because it doesn't get enough sun. The lilac beside it has exploded in size so the peony only gets afternoon sun.

It has been in its present location about four years. Could I transplant it?

    Yes you could transplant it in the fall into more sun. At the same time you could add compost into the soil, and make sure it is planted at the right depth for your area. It will probably bloom next year, and certainly the following year. Al
