overwhelmed by the mildew

I have lived here for 2 years and both summers the big white peony was gorgeous with tons of blooms for about 10 minutes and covered with mildew the rest of the summer. It is a huge plant in the middle of the bed and it is really ugly.

It is next to a rose of sharon so it gets plenty of sun in the spring but probably wants a little more now. I dont have a better spot in my yard for it though.

I have faithfully sprayed E-rase RTU, a product with jojoba oil that was recommended at my nursery, and it hasnt made a dent but the mildew was already pretty bad by the time I started.

Should I try something else? Will it make a difference if I catch the mildew earlier next year? Or should I just give up and let my eager brother and sister in law come and remove it (they have had some luck moving peonies).

If I do give it away what would be a good replacement?
