Some peonies will form eyes on bare roots. Since you should not compost them. Why don't you plant them in an out of the way space and see what happens. Perhaps if you know what your original plant was someone paion or Peonyman could tell you if that variety is adventicious. sp?

I always plant them and mark on the tag that there were no eyes when planted. So far everyone so marked has grow just fine. Al
