General question on peonies - dieback?

Ok, I've had a peony for a few years, and for the life of me I can not recall - do they dieback to the ground during winter? I'm not sure if they do, or if this one got trimmed last year to ground level during cleanup. I'm pretty sure that the flowers for the current year come from last year's growth, and if this one got trimmed to the ground, it would explain why it didnt flower this year.
