General question on peonies - dieback?

Ok, I've had a peony for a few years, and for the life of me I can not recall - do they dieback to the ground during winter? I'm not sure if they do, or if this one got trimmed last year to ground level during cleanup. I'm pretty sure that the flowers for the current year come from last year's growth, and if this one got trimmed to the ground, it would explain why it didnt flower this year.

Herbaceous peonies die completely to ground in winter.
Tree peony stems do not die to ground and should not be cut back.
Hope this makes sense.

yes, perfectly. I'm also thinking this particular one bloomed in late summer, but again, I cant quite recall. I'm pretty sure its got some foliage, but afaik, no flowers this year at all.
